Israel warns of terrorist threats to Israelis and Jews abroad
Israel’s National Security Council on September 6 warned of terrorist threats to Israelis and Jews abroad ahead of the 2026 High Holidays. The updated assessment is intended to raise awareness of the dangers and encourage precautionary measures, but it is not a new list of travel warnings, reports The Jerusalem Post.
According to the council’s assessment, Israel’s confrontation with Iran, Hezbollah and Hamas has expanded the range of threats to Israelis outside the country. The agency also linked the growing motivation of terrorist groups and lone attackers to increasingly hostile anti-Israel rhetoric and incitement.
Threat assessment
Iran and its proxy groups remain the main global terrorist threat to Israelis and Jews, the National Security Council said. According to its data, Tehran continues to prepare operations through its own networks, proxy groups and criminal organizations.
The council also said that Hamas is investing significant resources in creating terrorist infrastructure in Europe and other countries for retaliatory operations or high-profile attacks against Israelis and Jews. According to the assessment, Yemen’s Houthis have called for attacks on Israel and Israelis traveling to Somaliland and other areas of Africa.

The council described October 2026, the third anniversary of the October 7 attack, as a particularly sensitive period. It warned that large-scale protests are possible during this time, some of which could turn violent, as well as increased attempts to carry out terrorist attacks.
Recommendations for travelers
The council considers countries near Iran, including Azerbaijan, Turkey and the United Arab Emirates, to be the most vulnerable to Iranian terrorist activity. A Level 4 warning remains in place for Jordan, Qatar, Somaliland and Egypt, including the Sinai Peninsula: Israelis are advised not to travel to or remain in these places.
Iraq, including Iraqi Kurdistan, Yemen, Iran, Syria and Lebanon remain destinations prohibited for Israeli citizens, including people with dual citizenship. Travel to Saudi Arabia is legally restricted. The council also recommended avoiding travel to Bangladesh, Somalia, Pakistan, Afghanistan, Libya and Algeria because of the high level of risk.
Israelis abroad were advised not to display visible Israeli or Jewish identifiers, including kippahs and clothing with Hebrew inscriptions. In countries under a Level 3 warning, they were advised to limit speaking Hebrew in crowded places, not to post real-time geolocation, and to conceal, block or delete materials indicating service in Israeli security structures. They are also advised to avoid demonstrations and remain vigilant near synagogues, Chabad houses and kosher restaurants.
