Ghana’s Cabinet rejected a healthcare agreement proposed by the United States, President John Dramani Mahama said. According to him, the document provided for the transfer of data on Ghana’s pathogen profile and medical records.

As MyJoyOnline reports, Mahama spoke about this on September 25, 2026, during an address at the Council on Foreign Relations in New York. He said Ghana’s Ministry of Health had reviewed the agreement, proposed as a replacement for funding lost after USAID support was terminated, and prepared a briefing paper for the Cabinet.

Terms of the agreement

According to the president, one provision required the transfer of Ghana’s pathogen profile, which he described as information about diseases endemic to the country. Another condition was the transfer of medical records, which Mahama called an unclear requirement.

He also said the agreement required Ghana to make a financial contribution to the program. In addition, according to the president, the document prohibited Ghana’s Food and Drugs Authority from inspecting medicines and medical products that would be supplied to the country under the program.

Cabinet decision

Mahama described these terms as humiliating and said the Cabinet rejected the document extraordinarily quickly. After that, the health minister was instructed to inform the US ambassador that Ghana did not need the agreement.
