Canada Will Impose Sanctions on Russia's Missile Production
Canada is preparing a new package of sanctions against Russia designed to hinder the production of Russian ballistic missiles. Canadian Prime Minister Mark Carney made this announcement during a meeting with Ukrainian President Volodymyr Zelenskyy in Calgary. According to him, Ottawa will also continue to update restrictions targeting Russia’s shadow fleet, financial sector, and individuals and companies that help Moscow circumvent sanctions.
Mark Carney stated that the Canadian government is already working on new restrictions against Russia. This time, the plan is to focus primarily on the production of ballistic missiles and the components used to build them. “We are currently developing a new package of sanctions against Russia that focuses on ballistic missiles and related components,” Carney said.
The aim is to limit Russia’s access to necessary components and technologies. Such measures could complicate operations for companies that manufacture weapons for the Russian military. Ukraine has already called on its partners to strengthen sanctions against Russian manufacturers of ballistic missiles. In August, Vladislav Vlasyuk, the Ukrainian president’s adviser on sanctions policy, stated that Ukraine had provided its partners with information on more than 100 Russian companies involved in the production of such weapons.
Sanctions will not be limited to missiles
Carney emphasized that Canada will continue to work in other areas as well. In particular, Ottawa plans to continue updating sanctions against Russia’s shadow fleet and financial sector. Separately, individuals and companies that help Russia circumvent existing sanctions will also be subject to restrictions. “We are also constantly updating our sanctions against the shadow fleet, the financial sector, and those who assist Russia,” said the Canadian prime minister.
Canada already has an extensive sanctions list that includes Russian individuals, legal entities, and vessels. As of August 10, 2026, the Canadian government had added 1,739 individuals and 876 companies and other organizations to the sanctions list related to Russia.
Carney Doesn’t Want to Wait Months
The Canadian prime minister also stated that Ottawa has no intention of delaying new decisions. According to him, the government wants to act as quickly as possible while continuing to support diplomatic efforts to end the war. “Canada will not wait for the results of the coming months and will move as quickly as possible,” Carney emphasized.
He added that there are currently several diplomatic initiatives aimed at ending the hostilities. “There are several initiatives regarding a ceasefire, and we will do everything possible to support them,” said the head of the Canadian government. In this way, Canada aims to simultaneously increase pressure on Russia and support diplomatic efforts to end the war.
Zelenskyy and Carney Discussed Support for Ukraine
The meeting took place during Volodymyr Zelenskyy’s official visit to Canada, which runs from September 9–11. Among the main topics of discussion were defense, energy, economic cooperation, and Ukraine’s preparations for winter. Ahead of the meeting, the Canadian side stated its readiness to continue supporting Ukraine’s defense and recovery. According to the Canadian government, the country has provided Ukraine with more than 8.5 billion Canadian dollars in military aid since the start of the full-scale invasion.
Following the talks, Canada also announced a new aid package for Ukraine’s air defense. This includes 350 million Canadian dollars for the procurement of interceptor systems, specifically missiles for air defense systems. This is particularly important for Ukraine amid intensifying Russian missile and drone attacks. Kyiv has repeatedly emphasized to its partners that it needs additional air defense capabilities, particularly to protect its energy infrastructure ahead of winter.
Canada’s new sanctions package is intended to serve as another means of exerting pressure on the Russian military-industrial complex. The Canadian government has not yet disclosed the specific details of the package or the list of companies and individuals subject to the restrictions. The Canadian prime minister announced this at a joint press conference with Volodymyr Zelenskyy in Calgary.
