Kashmiri groups urged the UN to implement resolutions
In Srinagar, India, two Kashmiri organizations called on the United Nations to move from reaffirming Kashmir’s unresolved status to practical steps to implement the relevant resolutions. As Dawn reports, Dr. Ghulam Rasool, secretary general of the Jammu Kashmir Democratic Freedom Party, and Dr. Irfan Gani, spokesperson for the Jammu Kashmir Salvation Movement, made separate statements.
Call for a plebiscite
The organizations’ representatives called for the creation of an effective mechanism and roadmap to advance the process of a free and impartial plebiscite in Jammu and Kashmir. Rasool stated that the Kashmir issue has remained on the UN Security Council’s agenda for decades and that its resolutions recognize the right of the people of Jammu and Kashmir to determine their political future.
According to him, failure to implement these resolutions undermines the authority of the UN system in maintaining international peace and security. He also linked the situation around Kashmir to South Asian security, where, he said, there are three nuclear states, and warned of possible catastrophic consequences of miscalculation, escalation, or military confrontation.

Human rights statements
Rasool expressed concern over what he described as the detention of thousands of Kashmiri political activists, leaders, and ordinary citizens. He claimed that many detainees face difficulties accessing basic legal, human rights, and medical rights, while restrictions on political activity and freedom of expression have worsened the situation.
The secretary general of the Jammu Kashmir Democratic Freedom Party also called on the UN to facilitate a political process involving India, Pakistan, and, in his wording, the “genuine representatives” of the people of Jammu and Kashmir. Gani stated that UN Security Council resolutions provide an international framework for resolving the issue through a free and impartial plebiscite.
Gani called for a clear roadmap to be prepared, monitoring mechanisms to be introduced, and a political mechanism to be created for launching the plebiscite. Both representatives appealed to the UN secretary-general, Security Council members, and international human rights organizations to give renewed attention to the Kashmir issue, monitor the human rights situation, and ensure the participation of the region’s residents in the political process.
