The Kremlin is preparing a new pretext for war: there are plans to allow Putin to send troops abroad

The Russian government has submitted amendments to the State Duma that effectively expand the grounds for military operations outside the country. 

This was reported by the Foreign Intelligence Service of Ukraine.

According to the document, Putin will be able to use the army to “protect” Russians who are under arrest or facing criminal prosecution based on decisions by foreign courts.

In effect, this means that any verdict the Kremlin finds unsatisfactory could serve as a formal pretext for intervention.

The intelligence agency emphasizes that the wording of the bill is deliberately vague—it does not specify what exactly constitutes “hostile actions” or what this “protection” would entail. This opens up broad opportunities for manipulation and pressure.

This refers, in particular, to the potential use of this mechanism against countries where Russian spies, hackers, or other suspects are detained.

At the same time, Russian information activity is being observed in the northern direction. On Estonian social media, the “Narva Republic” channel has become active, promoting narratives about the “oppression of Russian speakers” and threatening conflict in the border region of Ida-Viru County.

The Estonian Security Police stated that this is a typical tool of the Russian Federation—cheap information operations aimed at provocation and intimidation.

As a reminder, Putin has stopped appearing in the Kremlin out of fear of being assassinated.

Trump also said that he trusts Putin more than Zelenskyy.
