Morocco’s left-wing alliance presents $53 billion election program
In Morocco, the Left Alliance presented an election program consisting of 431 measures, whose implementation it estimated at 500 billion Moroccan dirhams, or about $53 billion, over five years. Parliamentary elections in the country are scheduled for September 23, 2026: citizens will elect all 395 members of the House of Representatives.
As The Rio Times reports, the alliance was formed by the Democratic Federation of Left Forces and the Unified Socialist Party. Their program is designed for 2027–2031 and provides, among other things, for the introduction of a unified net minimum wage of 5,000 dirhams per month by 2029 for agricultural and non-agricultural sectors.
Social spending and financing
Among the alliance’s promises are a one-time payment of 5,000 dirhams to mothers giving birth in public hospitals, as well as monthly assistance of 1,500 dirhams for unemployed graduates, people with disabilities, and pensioners without pension payments. The proposed amount of direct social support is to be increased to 39 billion dirhams per year.
The program allocates 70.9 billion dirhams for schools and universities and 80.2 billion dirhams for public healthcare. The alliance also proposes purchasing the assets of the mothballed Samir oil refinery in order to restore domestic fuel production. The political force believes this could reduce fuel prices by 3–5 dirhams per liter.
The alliance plans to finance the program mainly through tax changes rather than new borrowing. It says it intends to raise the tax burden to 25.8% of GDP, reduce unjustified tax breaks by about 39%, lower public debt to 63% of GDP, and keep the budget deficit within 3.8–4%.

Proposals of other parties
The Authenticity and Modernity Party (PAM) estimated additional spending under its five-year program at 350 billion dirhams, or about $37 billion. It promises to create at least 1 million net jobs by 2031 and expects to finance most of its proposals through revenue growth, provided average annual economic growth reaches 5%.
The Party of Progress and Socialism (PPS) announced 575 billion dirhams in additional spending over five years and 622 billion dirhams in new revenue. The party describes these calculations as a forecast and says it has identified the cost, source of financing, and implementation timeframe for each measure. At the same time, it did not specify the mechanism for obtaining the additional revenue.
Voting and observers
At least 198 seats are needed for a parliamentary majority. The party of incumbent Prime Minister Aziz Akhannouch, the National Rally of Independents, holds 102 seats in the House of Representatives and is campaigning by emphasizing its work in government.
The National Accreditation Committee approved 3,006 observers from non-governmental organizations, the National Human Rights Council, and international bodies. Separately, the Associative Coalition for Election Observation plans to involve about 1,700 independent observers.
