Mexico City topped the global congestion ranking in 2025 — Mexico News Daily
Mexico City, the capital of Mexico, was named the city with the highest level of traffic congestion in the world in 2025. The average road congestion level in the city was 75.9%, according to TomTom’s annual Traffic Index, Mexico News Daily reports.
Travel time and speed
Compared with 2024, Mexico City’s figure fell by 3.6 percentage points, but this was enough to take first place in the global ranking. In the previous edition of the index, Barranquilla in Colombia was the leader. Bengaluru in India ranked second in 2025 with a congestion level of 74.4%, while Dublin in Ireland came third with 72.9%.
According to TomTom’s estimate, a 10-kilometer trip in Mexico City took an average of 34 minutes and 29 seconds — 58 seconds more than a year earlier. In 15 minutes, drivers covered an average of about 4.4 kilometers. During peak hours, the average speed fell to 13.5 kilometers per hour.
Time lost in traffic congestion
The company calculated that each motorist in Mexico City lost 184 hours in peak-hour traffic congestion over the year, or seven days and 16 hours. This is one hour and 16 minutes less than in 2024.

The most congested day of 2025 was May 28, when the average congestion level reached 117%. At 3:00 p.m. that day, the figure rose to 167%.
TomTom compiles the ranking based on anonymous GPS data that can come from up to one in three vehicles on city roads. The congestion level is determined by how much slower traffic moves compared with free-flow conditions. The company analyzed nearly 500 cities and noted that in most of them, both congestion levels and travel time per kilometer increased in 2025.
Other Mexican cities were also included in the ranking: Guadalajara took 17th place, Monterrey 111th, Tijuana 118th, León 186th, Ecatepec 197th, and Puebla 211th.
