Share of adults participating in learning rises in Cyprus
In Cyprus, the share of people aged 25 to 64 who took part in formal or non-formal education and training during the four weeks preceding the survey reached 12% in 2025. In 2015, this figure stood at 7.5%, according to Eurostat data reported by Cyprus Mail.
Over ten years, adult participation in learning in Cyprus increased by 4.5 percentage points. At the same time, the country's figure was 1.7 percentage points below the European Union average, which stood at 13.7% in 2025.
Trends in the European Union
On average in the EU, the share of adults who participated in education or training increased from 10.1% in 2015 to 13.7% in 2025. Eurostat also recorded a temporary decline in the indicator in 2020, which it linked to the COVID-19 pandemic and the restrictive measures introduced at the time.

The highest rates of adult participation in learning in 2025 were recorded in Sweden at 38.2%, Denmark at 31.0%, and Finland at 28.1%. The lowest levels were in Greece at 5.2%, Bulgaria at 6.1%, and Croatia at 6.5%.
Differences by gender and place of residence
In the EU, women participated in education or training more often than men: 14.9% compared with 12.4%. From 2015 to 2025, this figure increased by 4.0 percentage points among women and by 3.2 percentage points among men.
Participation also differed depending on place of residence: it stood at 16.8% in cities, 12.3% in towns and suburbs, and 10.3% in rural areas. Eurostat data are part of the monitoring of Sustainable Development Goal 4 on quality education, which covers, among other things, adult education and digital skills.
