Head of Ghana’s NRSA calls traffic rule enforcement key to road safety — MyJoyOnline
In Ghana, the Director-General of the National Road Safety Authority (NRSA), Abraham Amaliba, said that enforcement of compliance with traffic rules is a key step in reducing the number of accidents. At the same time, he stressed that road safety requires coordinated work in education, enforcement, road engineering and emergency assistance, MyJoyOnline reports.
Education without enforcement
According to Amaliba, information campaigns for drivers and pedestrians are insufficient if violators do not expect punishment. He noted that in the absence of effective enforcement, drivers may perceive safety messages merely as advice rather than mandatory requirements.
The head of the NRSA said that licensed drivers should have received basic knowledge of road safety at driving schools. Therefore, if he had the resources to choose one priority measure, he would direct them toward ensuring compliance with the rules and imposing sanctions for violations.

Amaliba also drew attention to the practice of drivers warning one another about police checkpoints. According to him, this demonstrates that the presence of law enforcement officers affects the behavior of road users.
Infrastructure and emergency assistance
Amaliba named road infrastructure as a separate component of safety. He pointed to the need for proper road design and maintenance, clear road markings, visible pedestrian crossings, sufficient lighting and functioning traffic lights. According to him, responsible institutions must ensure that these elements work, since changing drivers’ behavior alone will not eliminate the risks associated with hazardous road conditions.
The NRSA Director-General also called for strengthening emergency service responses after road traffic accidents. He expressed concern about cases in which people without the necessary training try to help victims before specialists arrive. In his view, victims should receive appropriate professional assistance as quickly as possible.
