A team within the party is working on positions for negotiations and potential coalition agreements. The Democrats want to enter the talks with a detailed list of demands rather than merely discuss the distribution of ministerial portfolios after the vote.
Key issues include democracy, the rule of law and the judicial system. The party seeks not general commitments in coalition guidelines, but specific promises and practical steps that would limit the government’s ability to act on issues the Democrats consider fundamental.

The preparations are also linked to the party’s concerns that a possible new government could include forces whose leaders, including Naftali Bennett and Avigdor Lieberman, differ significantly from Golan on a number of ideological issues. The Democrats want to avoid the role of a secondary force in such a coalition and retain influence over government policy.
Ministerial portfolios
Golan previously named the ministries the party is seeking in possible coalition talks: defense, justice, education, national security and communications. For each of these areas, the Democrats are preparing policy demands and specific steps they would like to advance through the relevant ministries.
The party is also taking into account the experience of the previous government of change. Its representatives believe that the right-wing members of that coalition had stronger influence over its course and policies, while Meretz, which among other things received the Health Ministry headed by Nitzan Horowitz, was unable to turn its political weight into significant influence over the government agenda and public debate.
