The Portuguese government has initiated a review of the national list of countries and territories considered non-cooperative in tax matters. If the proposal is approved by the country’s parliament, Russia and Vietnam—which are not currently on the Portuguese list—could be added to it.

Russia’s inclusion on the tax “blacklist” will have a number of consequences for Portuguese citizens and companies that hold assets, have accounts, or conduct financial transactions with Russia. In particular, residents of the country will have to declare all assets related to Russia, and certain types of income and transactions may be taxed at a higher rate.

According to financial experts, once Russia is added to the list, Portuguese tax authorities will have greater ability to monitor transactions involving Russian assets. Banks and financial institutions will also be required to regularly report to the tax authority on fund transfers to jurisdictions subject to enhanced scrutiny.

According to Portuguese authorities, in 2025, approximately 9.4 billion euros were transferred from the country to states already on the tax blacklist. This is 16.4% more than the previous year.
