Rosatom buys 51% of Delo Group, becomes its sole owner — The Moscow Times
In Russia, the state corporation Rosatom has completed the acquisition of the remaining 51% stake in the transport holding Delo Group from its founder, Sergey Shishkaryov. Following the deal, Rosatom became the company’s sole owner, The Moscow Times reports.
The value of the deal was not disclosed
The parties did not name the amount paid for the stake. At the same time, Shishkaryov valued his 51% of Delo Group at 77 billion rubles, or about $900.3 million. Rosatom first acquired a stake in the holding in 2019 as part of plans to use Arctic shipping routes.
Shishkaryov explained the buyout of the stake by “irreconcilable differences.” He founded Delo Group 33 years ago and said that he would remain active in the logistics industry. The businessman also promised to direct a significant portion of the proceeds from the deal toward state security.

Consolidation of logistics assets
Rosatom CEO Alexey Likhachev said the deal is intended to complete the consolidation of all the corporation’s logistics assets and lead to the creation of the largest national logistics company. According to him, following the acquisition, Rosatom’s share of Russia’s container transshipment market reached 50%, while its share in the rail container transportation segment reached 44%.
Likhachev also said that Rosatom’s logistics division operates in all of Russia’s maritime basins, owns the country’s largest container fleet and port facilities in major cities. He named strengthening Russia’s transport sovereignty, developing international transportation, the Northern Sea Route and the Trans-Arctic Transport Corridor as strategic goals.
Russia’s recently presented federal budget for 2026 lists a record volume of corporate donations—471.5 billion rubles, or $5.5 billion—to compensate for rising military spending.
