Russia is phasing out mercenaries to guard its shadow fleet
Russia is gradually moving away from hiring mercenaries to guard the tankers of the so-called “shadow fleet,” instead relying on Russian captains and crews.
This is the finding of an investigation by the Dossier Center in collaboration with international media outlets, including OCCRP, The Times, and other partners. Journalists analyzed data on more than 16,000 voyages by approximately 2,000 tankers and the composition of their crews.
According to the investigation, the proportion of Russian captains on such vessels has increased significantly, and by 2026 they had almost completely replaced foreign crews. Additionally, 83 mercenaries were identified on 65 vessels operating between spring 2025 and early 2026.
These are individuals associated with private military and security companies, specifically the Wagner Group, the Redut Group, and the Moran Security Group. According to the journalists, these groups have effectively created a market for armed escort services for maritime transport of Russian exports.
It is also noted that the presence of armed guards influences European authorities’ decisions regarding the inspection and detention of ships, forcing them to adopt a more cautious approach.
