Xi Jinping presents China’s proposals for SCO cooperation
Chinese President Xi Jinping spoke on September 1 at the 26th meeting of the Council of Heads of State of the Shanghai Cooperation Organisation in Bishkek. According to ECNS, he presented China’s proposals for developing economic, technological, security and humanitarian cooperation within the organisation.
In his speech, Xi Jinping called development the SCO’s top priority and urged member states to expand cooperation in trade, investment, transport connectivity, energy and resources. He separately proposed strengthening cooperation in artificial intelligence, the digital economy, green industry and green mining.
Economy and technology
According to China’s president, China plans to establish an international cooperation centre for artificial intelligence applications together with its partners. Beijing also intends to implement 100 technology projects with SCO countries over the next three years and promote the training of specialists for green industry.
Xi Jinping stated that China is ready to continue work to increase installed solar and wind power capacity by 10 million kilowatts in each area. China also supported improving the efficiency of the Trans-Caspian International Transport Route and announced plans to establish a China-SCO economic cooperation centre in the port sector in Tianjin.

Security and international issues
In the security sphere, the Chinese president called for jointly countering terrorism, separatism, extremism, transnational crime, illicit drug trafficking and telecommunications fraud. He also stressed the need for cooperation in information, biological and space security and supported the earliest possible opening of four SCO security centres.
Xi Jinping stated that China is ready to strengthen communication and coordination with other parties on Ukraine, the Middle East, Afghanistan and other international and regional issues. According to him, Beijing supports their political settlement.
At the end of his speech, the Chinese leader congratulated Pakistani Prime Minister Shehbaz Sharif on assuming the chairmanship of the SCO Council of Heads of State. He also stated that China, together with other member states, would provide Pakistan with resolute support.
