Since June, Portland has seen mass anti-ICE demonstrations. Protesters have sprayed graffiti on buildings, clashed with police, and forced officers to use tear gas, rubber bullets, and flashbang grenades. In August, protesters even displayed a guillotine outside the ICE building.
Portland has been a “sanctuary city” since 2017, frequently clashing with federal immigration laws. Trump’s administration demands the city abandon policies that, according to the Attorney General, “impede federal immigration enforcement.”
