The U.S. State Department states that Ukraine has seized the initiative and is winning the war
Jeremy Levin, U.S. Assistant Secretary of State for Foreign Aid, Humanitarian Affairs, and Religious Freedom, stated that Ukraine has managed to turn the tide of the fighting and is currently winning the war.
The U.S. official made this assessment during a speech at the “Ukrainian Luncheon,” organized by the Victor Pinchuk Foundation in Gdańsk on the eve of the International Conference on the Reconstruction of Ukraine (URC-2026).
The State Department representative emphasized that the Ukrainian Armed Forces have managed to radically change the dynamics of the conflict. Whereas Ukrainian troops previously had to wait for winter to get a respite due to a decline in the enemy’s offensive activity, the situation has now become the exact opposite. Currently, it is the Ukrainian army that holds the initiative and is conducting offensive operations, forcing the Russian occupiers to passively wait for winter.
Levin specifically noted the effectiveness of the strategy of striking critical and military infrastructure directly on the territory of the Russian Federation, which has significantly weakened the aggressor’s capabilities. The official emphasized that a critical moment has now arrived, when Ukraine has every opportunity to continue applying successful pressure on the battlefield. In addition, he confirmed that Washington is actively consulting with European allies on increasing economic pressure on the Kremlin, in particular through the likely repeal of previously existing exemptions from sanctions on Russian oil exports.
