The EU does not know whether Zelenskyy will attend the summit in Cyprus
The European Union has not yet confirmed whether Volodymyr Zelenskyy will attend the leaders’ summit in Cyprus in person. This refers to the informal meeting of the European Council, which will take place on April 23–24. The format of the Ukrainian president’s participation is still being finalized—it could be either in person or online.

Officials in Brussels say that the question of his participation is still under discussion and no final decision has been made.
European officials explain that coordination is currently underway to determine which format of participation is possible—in-person attendance or a remote address. One senior EU official, speaking on condition of anonymity, noted that the parties remain in contact to coordinate all the details. “Regarding President Zelenskyy’s presence—in person or online—we are still in touch to figure out what is possible and what is not,” the source said.
At the same time, it has been confirmed that at the start of the informal dinner, EU leaders will hear a briefing from Volodymyr Zelenskyy on the situation in Ukraine, regardless of the format in which he participates in the event.
According to sources, the main topic of the meeting itself will be not only Ukraine but also the broader context of international security—in particular, the war in the Middle East, the situation in Iran, and the related energy risks for Europe.
Currently, the EU emphasizes that the format of Zelenskyy’s participation remains open, and final details may be agreed upon closer to the summit date.
Volodymyr Zelenskyy stated that Russia has updated its military plans and continues to adapt its war strategy. Ukraine, he said, is closely monitoring these changes and preparing appropriate responses.
