Ghana unveils new rules for non-profit organizations — MyJoyOnline
In Ghana, the Ministry of Gender, Children and Social Protection, through the Non-Profit Organisation Secretariat, has unveiled new policy and operational documents to strengthen the regulation, oversight and support of the non-profit sector. The presentation took place on September 18 with the participation of representatives of state institutions, non-profit organizations, development partners and other stakeholders, MyJoyOnline reports.
New documents for the sector
Minister for Gender, Children and Social Protection Agnes Naa Momo Lartey said the initiative is intended to help create a robust and sustainable non-profit sector based on effective regulation, transparency, accountability and cooperation.
Her statement was read at the event by the ministry’s Chief Director, Marian V. A. Kpakpa. According to the minister, non-profit organizations play an important role in the country’s development by providing essential services and responding to the needs of underserved communities.

Registration and oversight
The new documents contain practical guidance on the registration and licensing of non-profit organizations, compliance monitoring, oversight, post-registration services and cooperation between institutions.
The minister called for a proportionate, risk-based approach that would take into account the size of organizations, the nature of their activities and operating conditions, without creating an excessive burden for legitimate entities. Participants were also presented with an overview of a sectoral information material on the national terrorism financing risk assessment and informed about updates regarding the 2026 Non-Profit Organisations Bill.
The event concluded with the signing of a memorandum of understanding between the Non-Profit Organisation Secretariat and key partners. The document is intended to deepen cooperation and strengthen governance and regulatory oversight in the sector.
