Talks on the second phase of the ceasefire in Gaza have begun in Cairo
Negotiations are underway in Cairo between Palestinian groups and representatives of the guarantor countries as part of the implementation of the second phase of the ceasefire agreement in the Gaza Strip. The participants discussed a draft joint “roadmap” aimed at overcoming current difficulties and ensuring a lasting ceasefire.
The main focus of the Cairo consultations was on fulfilling the commitments of the first phase of the agreement, which took effect on October 10, 2025, and included a prisoner exchange, increased humanitarian aid deliveries, and a partial withdrawal of IDF forces.
In addition, the parties discussed in a positive atmosphere comprehensive issues regarding the future administration of the enclave, funding for its reconstruction, and the prospects for deploying an international security force. At the same time, the Palestinian side points out that Israel has not yet fully implemented previous agreements and continues to carry out localized attacks in some areas, which complicates the transition to the final political and security mechanisms for resolving the conflict.
Earlier, Israel set strict conditions for opening the Rafah crossing in Gaza under Trump’s plan.
Israeli Prime Minister Benjamin Netanyahu stated that the Gaza Strip will not be rebuilt until the Hamas group lays down its arms. Israel also intends to continue controlling the security situation in both Gaza and the West Bank.
