Most internet service providers in Russia could have their licenses revoked

Russia is preparing a reform of telecommunications licensing that could result in more than 90% of internet service providers losing their licenses.

This was reported by Kommersant.

According to the industry association, there are currently about 4,220 broadband internet access operators operating in Russia, but only 7.6% of them will be able to meet the new requirements.

The reform involves replacing the current system of 20 license types with three tiers.

The basic license is intended for cable TV operators and requires at least 5 million rubles in equity capital.

The universal license applies to internet service providers and requires a minimum of 30 million rubles, as well as compliance with coverage and infrastructure requirements.

The general license allows for nationwide operation but requires at least 100 million rubles in equity capital and an extensive network of communication nodes.

In addition, at least 50% of a company’s revenue must come from telecommunications services, and individual entrepreneurs are set to be barred from operating in this market.

Separately, mandatory connection to the operational-investigative measures system is required.

According to estimates, about 80% of cable TV operators and a third of providers will not meet the new criteria.

In the Belgorod region of the Russian Federation, mobile internet has been completely shut down.

In Russia, government agencies have once again shut down the entire internet.
