Beauty salons in Russia are closing en masse due to rising taxes
In Russia, thousands of beauty salons have ceased operations following an increase in the tax burden. From January through June 2026, 12,300 businesses in the beauty industry closed—a 52.5% increase compared to the same period last year. At the same time, the number of new businesses in the industry fell by 16.1%—to 13,000.
Experts attribute the rise in closures to tax changes that took effect at the beginning of 2026. Specifically, the VAT rate in Russia was raised from 20% to 22%, and businesses with annual revenue exceeding 20 million rubles—up from the previous threshold of 60 million—are now required to pay this tax.
Although Russians spent 179.6 billion rubles on hair and beauty services in the first half of the year, the number of salon visits is declining. The industry’s revenue growth was largely driven by price increases rather than rising demand.
