The number of "mobilization orders" issued by military registration and enlistment offices in Russia has risen sharply

In Russia, at the beginning of 2026, there was a sharp increase in the number of cases where citizens were issued so-called “mobilization orders” at military registration and enlistment offices. At the same time, Russian media report that there has been a sharp rise in online searches for these documents, sparking public concern.

 

Russia is seeing a noticeable increase in the issuance of “mobilization orders” to citizens who are summoned to military registration offices ostensibly to verify their information or via electronic summons, and this trend is already accompanied by a sharp rise in interest in the topic on search engines.

According to data from Google and Yandex analytics, search queries such as “mobilization order,” “received a mobilization order,” and other similar phrases began to rise sharply as early as late March, peaking in early April when they were labeled “super popular” on Google Trends.

Search data from “Yandex.Wordstat” also shows a significant increase in interest: while the number of queries in the winter was in the tens of thousands, by spring it had nearly quadrupled, indicating the widespread nature of the phenomenon and concern among the population. The mobilization order itself, as explained, is issued based on a decision by the municipal draft board and contains instructions for the citizen in the event of a mobilization announcement—where and when to report and what to bring—and the document is typically affixed to or inserted into the military ID.

Human rights organizations report that summonses to military registration offices are often accompanied not only by “data verification” but also by attempts to process these orders on the spot, as well as offers to join the reserves or sign a contract, which adds tension to the process.

In regions of Russia, there have also been isolated cases of mass summonses of men with military ID cards, and local administrations are even publishing lists for reporting to military registration and enlistment offices, which only intensifies public discussion of the issue.

Individual reports from the regions, particularly from Siberia and other areas, describe situations where, during such visits, people are added to lists of “those who may be useful to the army,” which is presented in the media as part of broader mobilization processes and reserve preparations.

The Yekaterinburg authorities have authorized the use of theaters, parks, cultural centers, and other municipal facilities for mobilization purposes. In effect, this means that familiar cultural spaces could be converted into assembly points for conscripts.

Russia has dismissed Deputy Defense Minister Oleg Savelyev, who was responsible for the digitization of military registration offices and the launch of electronic draft notices. Police Colonel General Vitaly Shulik has been appointed to replace him. 

Russia has stated that it intends to appeal to the International Court of Justice regarding the situation of the Russian-speaking population in the Baltic states.
