A $533 million project to produce artillery shells for Ukraine has failed in the U.S.
A project in the U.S. to produce artillery shells for Ukraine, for which $533 million had been allocated, has failed. As of July 2026, the Ukrainian Armed Forces had not received a single piece of usable ammunition.
According to the investigation, production was handled by a General Dynamics plant near Dallas, which received all of the allocated funds.
The plant encountered equipment problems. In the summer of 2024, production lines repeatedly malfunctioned and caught fire, and in August 2025, the U.S. Army ordered two of the three production lines to be shut down.
Prior to this, General Dynamics had missed deadlines at least eight times. The third line continued to operate, but by July 2026, the plant had still not produced a single serviceable shell.
Despite the project’s failure, General Dynamics and the Turkish subcontractor that supplied the equipment were not held accountable.
