Ukraine and Israel Are Strengthening Their Cooperation in the Field of Property Appraisal

Ukraine and Israel are expanding their cooperation in the field of property and war damage assessment. The Ukrainian side is studying Israel’s experience to improve its system for assessing damage, training specialists, and enhancing government collaboration with the professional community.

 

During a working visit to Israel, Ukrainian representatives discussed with local experts issues related to the assessment of property and damages caused by military actions. Particular attention was paid to Israel’s practical experience, as the country has been dealing with the consequences of armed conflicts for years. Natalia Panova, Deputy Chair of the State Property Fund of Ukraine, met with Nehama Bugin, Chair of the Israel Real Estate Appraisers Association. Yevhen Korniychuk, Ukraine’s Ambassador to Israel, also participated in the meeting.

The main topic of discussion was Israel’s approaches to the valuation of real estate, property rights, and damages caused by hostilities. For Ukraine, this issue remains one of the most critical, as thousands of homes, businesses, and infrastructure facilities have been damaged or completely destroyed due to the full-scale war. During the talks, the parties discussed how Israel’s system for assessing war damage works and the role that independent appraisers play in it. They also discussed the professional community’s interaction with government agencies and the mechanisms that help ensure the transparency and accuracy of assessments.

The meeting participants paid special attention to the training of specialists who work to address the consequences of war. They also discussed tools for quality control in assessments and the use of international standards, which help ensure that the results are understandable and recognized internationally. The State Property Fund emphasizes that Israel’s experience could be useful for Ukraine as the country rebuilds and documents the damage caused by Russian aggression. They plan to use the insights gained to improve Ukraine’s system for assessing property and war losses. This was reported by the Embassy of Ukraine in the State of Israel.

Ukraine has officially responded to Romania’s written inquiry regarding the incident involving a maritime drone that accidentally entered the port of Constanța and exploded. The Ukrainian side provided an explanation of the circumstances of the incident to the Romanian authorities.
