Government orders TDC Ghana to recognize the authority of the Tema Assembly
The government has instructed TDC Ghana Limited to recognize and comply with the regulatory powers of the Tema Metropolitan Assembly over development control, spatial planning and permit issuance in the Tema metropolis, MyJoyOnline reports.
Assembly’s powers
A letter from the Office of the President dated August 28, 2026, signed by Presidential Secretary Dr. Callistus Mahama, states that following a review of the institutions’ constitutional and statutory powers, the Tema Metropolitan Assembly was identified as the highest political and administrative authority within the metropolis.
The government also confirmed the Assembly’s status as a local planning authority under the Land Use and Spatial Planning Act, 2016 (Act 925). It regulates physical development and considers applications for development and building permits within its jurisdiction.

TDC Ghana’s role
The directive defines TDC Ghana Limited as a limited liability company operating as a commercial real estate developer. The government recognized the company’s historical contribution to the planning and development of Tema, but noted that its current corporate status does not grant it municipal, legislative, regulatory or spatial planning powers.
The company must comply with the Assembly’s lawful requirements concerning development control, spatial planning, permits, municipal services, rates, fees and other regulatory matters. At the same time, the government stressed that the Assembly must exercise its powers fairly, transparently and in accordance with the law, without creating unjustified obstacles to TDC’s lawful development, investment and commercial activities.
