The EU plans to find funds for Ukraine even without the loan being approved
French Minister for Europe and Foreign Affairs Jean-Noël Barrot stated that the European Commission will ensure Ukraine has access to the necessary funding, even if the approval process for the European Union loan is delayed.

“I want this €90 billion loan to be finally approved, and I am convinced that it will happen. The question is not whether it will happen, but when,” Barrot emphasized.
According to him, the process could accelerate depending on the political situation in Hungary, particularly if Prime Minister Viktor Orbán loses the election.
“Perhaps. But regardless of the outcome, I know that the European Commission will do everything necessary to ensure that, if the procedure is not completed by the end of April, Ukraine has access to the necessary funds,” the minister explained.
Barro also emphasized that Europe will continue to support Ukraine, as the security of the EU itself depends on the situation at the front.
“This is a front line held by Ukrainians, because for the first time since the war began, Putin’s mercenary army has been stopped. And since the beginning of the year, Ukraine has recaptured more territory than Russia has seized on Ukrainian soil,” he noted.
At the same time, the French minister noted that Russia is trying to compensate for its failures on the battlefield by attacking civilian infrastructure, shelling rear cities, residential neighborhoods, and energy facilities, “even during the Easter weekend, killing women, killing children—on Easter itself, while the President of Ukraine proposed a ceasefire.”
As a reminder, the European Commission is continuing technical preparations for a €90 billion loan to Ukraine, despite the decision being blocked by Hungarian Prime Minister Viktor Orbán.
The Czech government has expressed its full support for Ukraine and is seeking the swiftest possible release of the €90 billion EU loan, though it is not providing a financial guarantee for it.
