Estonia launches “Even if...” campaign for survivors of sexual violence
In Estonia, the Social Insurance Board is running the “Even if...” campaign, which reminds people who have experienced sexual violence about available free round-the-clock assistance. The campaign provides information about the work of crisis centers for survivors of sexual violence, ERR News reports.
Help without contacting the police
The campaign focuses on three common reasons why people may not seek support: if no one witnessed the violence, if a person does not remember all the circumstances, or cannot find the words to explain what they experienced.
According to Kai Part, a gynecologist at the crisis center of Tartu University Hospital, memories after sexual violence may be fragmented, and a person may feel confusion, anger, shame or guilt. She noted that such reactions are normal responses to trauma.
The crisis centers operate free of charge 24 hours a day and receive anyone who has experienced or suspects they may have experienced sexual violence, regardless of age or gender. Neither a referral nor a police report is required to seek help; minors can also contact the centers independently.

Five crisis centers
The centers conduct medical examinations and collect evidence, provide assistance to prevent pregnancy, testing and treatment for sexually transmitted infections, HIV post-exposure prophylaxis, and counseling. They also help people obtain further psychological and other support and, if the person wishes, contact the police.
The centers operate in five hospitals in Estonia — in Tallinn, Tartu, Pärnu, Kohtla-Järve and Kuressaare. In 2025, 268 people sought help from them, including 106 minors. Women accounted for 95% of those who sought assistance.
Annika Silde, head of the victim support service, emphasized that anyone can become a survivor of sexual violence regardless of age, gender or background. The campaign will continue in public spaces and online until September 13.
