He provided detailed instructions to the men regarding safe routes, methods of crossing the border, and techniques to avoid encounters with border patrols.

To ensure the smooth operation of the scheme, the detainee enlisted accomplices who coordinated the actual border crossing.
For his services, the organizer demanded a substantial sum—$8,000 from each person wishing to leave Ukraine illegally.
The deputy was caught red-handed immediately after receiving another payment from a client.
