Doctors' salaries have been raised to ₴42,000, and more than half of hospitals are ready for winter, according to Svyrydenko

Preparing the healthcare system for the coming winter, supporting doctors, and expanding Ukrainians’ access to medical services were the key topics discussed during the government’s teleconference on healthcare. 

This was reported by Ukrainian Prime Minister Yulia Svyrydenko.

During the conference call, preparing hospitals for the winter season was identified as the top priority. According to Svyrydenko, of the 643 hospitals in the operational network and multidisciplinary medical facilities in frontline regions, 56% are already fully self-sufficient.

This refers to the availability of generators, their own boiler rooms, and wells for water supply.

Preparations are still underway for other medical facilities. As a backup heat source, there are plans to install 52 solid-fuel boiler rooms, particularly in Kyiv and Odesa.

Separately, the conference call discussed financial support for healthcare workers. In 2026, the government increased funding for emergency medical care centers.

According to government data, the average salary for a doctor in the healthcare system is already about 42,000 hryvnias.

Additionally, emergency medical personnel in frontline communities receive extra funding through the medical guarantees program.

The government has also strengthened support for primary care: higher rates are in effect, and additional coefficients are applied for work in difficult conditions and combat zones.

In addition, a separate support package has been introduced for specialized medical facilities in frontline regions to retain staff.

Over 1.1 billion hryvnias have already been allocated for these needs, and funding is planned to continue in the second half of the year.

Previously, the government introduced additional support for hospitals operating in areas of active combat. This primarily involves funding salaries for medical staff who work daily under shelling and in conditions of staff shortages. 
 
The 2026 budget plans to significantly increase spending on defense and security—an additional 1.56 trillion hryvnias has been allocated. The funds will go toward military salaries, weapons, equipment, and strengthening critical infrastructure.
