The SBU has charged Russian commanders in connection with the missile strike on the Mykolaiv Regional Council
The Security Service of Ukraine has charged two Russian military commanders whom it believes were involved in organizing the missile strike on the Mykolaiv Regional Council building on March 29, 2022.
The attack killed 36 people and injured 38 others, with injuries ranging in severity.
According to the investigation, Lieutenant General Mikhail Zusko, commander of the 58th Combined Arms Army of the Russian Federation’s Southern Military District, and Colonel Mykola Horaychuk, acting commander of the 12th Missile Brigade of the same army, were involved in planning and carrying out the strike.
According to law enforcement, it was they who coordinated the use of missile weapons against a civilian facility in Mykolaiv.
Investigators determined that the occupiers used a surface-to-surface cruise missile from the Iskander operational-tactical missile system for the attack. The missile was launched from the territory of the temporarily occupied Crimea.
The strike hit the building of the Mykolaiv Regional Council, which sustained significant damage. At the same time, residential high-rises, a children’s creative center, commercial premises, and civilian vehicles located near the impact site were damaged.
Based on the evidence gathered, the SBU notified both Russian officers in absentia of their status as suspects under articles of the Criminal Code of Ukraine that provide for liability for violations of the laws and customs of war, committed by a group of persons acting in concert and resulting in the death of people.
The security service emphasizes that work to establish and document Russia’s war crimes is ongoing.
Ukrainian law enforcement agencies continue to gather evidence to bring to justice all persons involved in attacks on the civilian population and infrastructure facilities.
