Oleg Kuavsky, Deputy Head of the Kyiv City State Administration for Local Self-Government, explained the reasons behind the increase in public transportation fares in Kyiv. He noted that the capital is currently awaiting the implementation of a sustainability program related to preparations for the coming winter, which is why the issue of revising current fares has arisen.
Oleg Kuiaivskyi made these remarks during a roundtable discussion on raising public transportation fares in Kyiv, which was covered by a UA.News correspondent.
At the beginning of this year, the balance in the city budget accounts amounted to 2 billion hryvnias, which was allocated to the needs of the Armed Forces of Ukraine, Kuyavsky noted.
At the same time, local authorities had promised not to raise fare rates, but now the capital is facing the challenge of preparing for the coming winter. The program is budgeted at 60 million hryvnias, more than half of which must be spent this year.
Previously, the Kyiv City State Administration had already provided estimates of transportation costs in Kyiv. A single metro ride costs the city approximately 64 hryvnias, while public transportation costs slightly more than 44 hryvnias per person.
In any case, it is impossible to stop public transportation in the city, and it is funded by Kyiv residents’ taxes, he added. The authorities have already held meetings with public figures and other representatives of society, taken all arguments and proposals into account, and considered possible options for further action.
When making the final decision on revising fares, the financial circumstances of Kyiv residents with low incomes will also be taken into account, explained Kuyavsky.
The authorities will review all appeals related to this issue and develop new approaches to support teachers and healthcare workers, for whom even a small increase in fares could be significant.
On May 29, a roundtable discussion titled “Transport Fare Increases in Kyiv: The Authorities’ Arguments and the Community’s Position” began in Kyiv. The event was organized by the Public Council under the Kyiv City State Administration.

Prior to this, the Kyiv City Council supported a decision to impose a moratorium on fare increases for public transportation in the capital.
