Zelensky signed a law on preparing citizens for national resistance
Ukrainian President Volodymyr Zelenskyy has signed Law No. 13347, which changes the approach to preparing citizens for national defense and introduces a system for preparing for national resistance.

Instead of basic general military training, a comprehensive system for training citizens in national resistance is being introduced.
The training will cover school and university students regardless of gender, including both practical and theoretical elements of defense training.
Educational institutions will introduce the course “Fundamentals of National Resistance,” and the subject “Defense of Ukraine” will be updated and modernized.
The bill also provides for the creation of specialized training centers for citizens, where practical exercises will be conducted.
The law provides for training exercises at Armed Forces of Ukraine ranges and certified shooting ranges using modern interactive simulators.
Exceptions
- Individuals whose religious beliefs prohibit the use of weapons may take alternative training modules;
- People with disabilities or those who have lost their ability to work are exempt from practical training.
As a reminder, changes are planned at Ukrainian universities that will affect both the financial aspects of education and students’ safety training.
