The State Audit Service has identified systemic violations in the Vyshhorod City Community for the years 2022–2025, which have resulted in budget losses amounting to millions of dollars.

According to the auditors, after 15 construction projects were commissioned, the developers failed to pay their share of contributions for the development of the city’s infrastructure, resulting in the budget losing nearly 17 million hryvnias. These funds were intended for roads, street lighting, schools, and kindergartens.
The audit also revealed instances of municipal agricultural land being used for purposes other than its intended use. On plots designated for haymaking, construction, foundations, and concrete fences were found.
Separately, the auditors drew attention to the city council’s decision to extend a land lease near the Dnipro River to one of the developers for 30 years at a rate of 4% instead of the 12% stipulated for residential development.
According to the State Audit Service’s assessment, budget losses resulting solely from such decisions exceeded 11.2 million hryvnias.
The audit materials were forwarded to law enforcement agencies for a legal assessment of the officials’ actions.
