Kyivavtodor Spent ₴76 Million on Exotic Landscaping Instead of Infrastructure

The Kyivavtodor Municipal Corporation unjustifiably paid contractors 76 million hryvnias for planting exotic plants, even though these funds could have been used to repair the capital’s dilapidated transportation infrastructure. The violations that were uncovered have already served as grounds for referring the case to law enforcement agencies.

According to her, an audit of Kyivavtodor’s activities revealed a number of serious financial violations. In particular, the auditors found that nearly all contractors had illegally claimed reimbursement for logistics costs—the transportation and delivery of materials—even though, according to the terms of the tenders, they were required to cover these costs out of their own pockets.

The auditors paid particular attention to the fact that Kyivavtodor was performing work that did not fall within its core activities.

“The road corporation unjustifiably paid contractors 76 million hryvnias for such work! And they were planting all sorts of exotic plants. Moreover, when ‘Kyivzelenbud’ was asked to take these plants onto its books, it refused because they had not been planted or cared for properly,” stated Alla Basalaeva.

She emphasized that landscaping is the exclusive responsibility of “Kyivzelenbud, not the Road Corporation.

The head of the State Audit Service also criticized the approach to allocating budget funds during wartime.

It seems to me that in a situation where the capital’s key transportation hubs, especially bridges, are in critical condition, spending tens of millions on lawns is an ineffective and ill-considered decision,” Basalaeva concluded.

Based on the audit findings, the audit materials have already been forwarded to law enforcement agencies, and the identified violations may serve as grounds for opening criminal proceedings against officials.

Earlier, the Appeals Chamber of the High Anti-Corruption Court overturned an acquittal and found Serhiy Andriyash, head of the Kyiv Regional State Administration’s Service for Children and Families, guilty of abuse of office.

A court in Khmelnytskyi Oblast sentenced a community leader to seven years in prison, finding him guilty of embezzling nearly 1.9 million hryvnias during school procurement. Part of the funds was supposed to go toward equipment, specifically laser tag for the “Defense of Ukraine” course and multimedia kits for the New Ukrainian School (NUS) program.
