The Minister of Education explained whether Bugrov can run for re-election as rector of Shevchenko University
The decision on whether to allow Volodymyr Bugrov to run in the election for rector of Taras Shevchenko National University of Kyiv will be made by an expert personnel commission.
This was announced by Minister of Education and Science Oksen Lisovyi during a televised marathon. According to the minister, the candidate’s participation requires review in light of new circumstances and court rulings.
The contract with the current rector has expired, so the Ministry of Education and Science has already appointed an acting head of the institution. Oksen Lisovyi did not name the official, but noted that it is a representative of the university who will begin work tomorrow. The new head will coordinate the institution’s operations until the election results are finalized.
The election for the KNU rector is scheduled for May 27, 2026. The academic community will elect the university’s head for the next five years. Currently, the personnel committee will review the candidates’ materials to ensure the election process complies with current legislation and the university’s charter. The situation surrounding the leadership of the country’s leading university remains under close scrutiny by the public and educators.

The day before, the Sixth Kyiv City Court of Appeal upheld the decision of the court of first instance in the case of Volodymyr Bugrov, rector of Taras Shevchenko National University of Kyiv, regarding false declarations.
Thus, the court upheld the decision of the court of first instance. On March 4, 2026, the Shevchenkivskyi District Court of Kyiv found Rector Volodymyr Bugrov guilty of committing an administrative offense related to corruption, fining him for failing to declare a vehicle.
Journalists from “Slidstvo.Info” established that Volodymyr Bugrov, rector of Taras Shevchenko National University of Kyiv, became the owner of an apartment in a luxury new building in Kyiv, which he could not have afforded with the funds he had declared. The KNU rector registered a two-bedroom apartment with an area of 74.7 m² in his name in the newly built White Lines residential complex near Holosiivskyi Park. Currently, such apartments cost over $200,000.
