Prime Minister Denys Shmyhal and NATO Secretary General Mark Rutte inspected one of Kyiv’s combined heat and power plants (CHP) that was struck by Russia during the night.
This was reported on Telegram by Ukraine’s Prime Minister Denys Shmyhal.

Shmyhal stressed that the enemy used five ballistic missiles against the facility, deliberately targeting a civilian site as temperatures dropped to –25°C, in an attempt to leave residents without heating.

During the visit, the parties called on the international community to give a proper assessment of Russia’s latest crime and emphasised the critical need to strengthen the protection of Ukraine’s airspace. In particular, they discussed the urgent supply of additional air defence systems and interceptor missiles to shield heat and power supply facilities amid Russia’s growing military production.

Beyond physical protection of infrastructure, officials also discussed joint efforts to counter cyber threats in the energy sector. Shmyhal noted that since Russia is waging hybrid warfare against NATO members as well, sharing experience would help both sides enhance the security of critical networks and better resist aggression.

As a result of the Russian strike on 3 February, 1,176 buildings in Kyiv remain without heating.

President Volodymyr Zelenskyy also commented on Russia’s latest massive attack on Ukraine.
