The case involving market monopolization at Stolichny has been referred to court
The National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (SAPO) have completed a pre-trial investigation into the case involving the misappropriation and money laundering of 18 hectares of state-owned land at the “Stolychny” market, valued at over 160 million hryvnias.
In September 2025, a former People’s Deputy from the “Party of Regions,” a Kyiv-based developer, the former head of the regional office of the State Geocadastre, and three of their accomplices were notified of the charges against them. According to the investigation, in 2021, during a corporate conflict over control of the market, the developer transferred assets to entities under her control.
Through amendments to the State Land Cadastre, a 150-hectare plot was leased to her company, after which 18 hectares were transferred to nine straw men. Subsequently, these plots were unjustifiably privatized free of charge and resold to the developer’s companies.
Later, the former lawmaker and the developer signed a memorandum on the joint use of the plots, specifically for development, and a trusted associate of the former lawmaker became a co-owner of the companies to which the land was transferred.

Earlier, the appellate court overturned an illegal decision by the Bucha District Council, and the 3,000-hectare Bilychansky Forest was returned to the Kyiv community.
Also, after nearly five years of legal proceedings, a complex of historic buildings dating from 1830 to 1910, located in the historic part of Podil at the foot of Zamkova Hill, was returned to the Kyiv community.
