Court Revokes Building Permit Near the House of Insects in Kyiv
The Holosiivskyi District Court of Kyiv has revoked the construction permit for an office complex next to the historic landmark known as the “House with Insects,” built in 1893 at 93 Volodymyrska Street.
This was reported by Dmytro Perov of the Center for Urban Development.
The decision was issued the day before by Judge Serhiy Chekulaiev. As a reminder, the developer—Sens Bud LLC—began preparatory work for the construction of the facility at the corner of Zhylianska and Volodymyrska Streets back in 2021. To increase the area of the future office center, the company began buying up apartments in the neighboring building. After acquiring ownership of most of the units, the developer began demolishing the 1893 building and filed a lawsuit to revoke the building’s protected status as a historic landmark.
In 2023, the Sixth Administrative Court of Appeal upheld the building’s status as an architectural monument. Just a year later, local residents filed a separate lawsuit seeking to revoke the construction permit for the office center itself.
The reason: the large-scale development could block the only full-width exit onto Zhylianska Street. Despite DBN requirements and the boundaries of the cadastral plot, the developer decided to expand the site by encroaching on the passageway between buildings.
Now, the ball is likely in the court of the Kyiv City Prosecutor’s Office—the developer must be compelled to restore the damaged structure and bring the monument up to proper standards.
