The Top 5 Richest Officials at the Kyiv City State Administration

Spring is traditionally the time when Ukrainian officials disclose their assets. 

Journalists at LB.ua analyzed the 2025 asset declarations of the Kyiv City State Administration leadership.

While the official salaries of the capital’s top managers are rising, their actual wealth is often provided by successful spouses, royalties, and generous gifts from relatives.

The mayor’s income: sports and intellectual property

According to the documents, Vitali Klitschko receives a lower salary than his own deputies. 

In his first year as head of the Kyiv City State Administration, he earned 1.44 million UAH; however, the mayor’s primary income comes from royalties paid by foreign companies.

The total amount of payments for the use of Klitschko’s brand and image amounted to 12.7 million UAH. Specifically, the German company Klitschko Ventures GmbH transferred 7.46 million UAH to the mayor, and video game developers from Steel City Interactive transferred 2.08 million UAH. 

Additionally, Volodymyr Klitschko gave his brother a non-monetary gift worth 1.7 million UAH.

German “refugees” in luxury electric cars

Deputy Head of the Kyiv City State Administration Volodymyr Prokopiv found himself in the spotlight due to a discrepancy between his official income and his family’s standard of living. 

While under investigation and on bail, the official declared only 180,000 UAH in salary from the state administration.

Meanwhile, his wife, Vira Prokopiv, who lives in Germany with their children as a refugee, has demonstrated significant financial success. 

She declared over 5 million UAH in income and purchased an AUDI S6 SB E-TRON electric sports car for 4.05 million UAH. Interestingly, it is the official himself who drives the brand-new premium-class car in Kyiv.

A similar situation is observed among other top officials in the capital. The wife of the head of the Kyiv City State Administration’s executive office, Dmytro Zahumenny, declared over 6 million hryvnias in business income and purchased a Volvo. 

Similarly, the wife of Petro Panteleev updated her car fleet, becoming the owner of an Audi Q7 for 2.15 million UAH.

The declared savings of Kyiv City State Administration Deputy Head Vyacheslav Nepop attract particular attention. Together with his wife, he holds cash amounts that are record-breaking for the Kyiv City Administration: 16.9 million UAH and 348,000 USD. 

In total, this amounts to over 31.8 million UAH.

Million-dollar deposits funded by “loans”

The most high-profile declarations were those of dismissed officials involved in NABU cases. 

Petro Olenych and Mykhailo Terentyev were forced to pay multi-million-dollar bail to be released during the investigation.

Mykhailo Terentyev stated in his report that his wife borrowed 19.9 million UAH from a private agricultural company to post the bail. Petro Olenych, in turn, “borrowed” 11.5 million UAH from the mayor’s advisor, Pavlo Deminsky. 

Such financial transactions raise many questions about the actual sources of funds among the mayor’s inner circle.
