Kyiv is building up reserves in preparation for potential crises this fall and winter

A meeting of the Coordinating Council on Food Security was held in the capital, during which participants discussed the creation of a material reserve and the development of action plans for city services for the fall and winter period. 

Over the next month, the Kyiv Humanitarian Headquarters will purchase and assemble individual daily rations. 

The Kyiv City State Administration emphasized that between January and July 2026, part of the previous stockpiles had already been distributed to assist residents and rescue workers: over 100 metric tons of food, 500,000 essential items (flashlights, power banks, candles), and approximately 250,000 items under the “Warm Package” program. In addition, 979 power sources were distributed to educational and medical institutions as well as critical infrastructure.

Special attention was paid to the clear division of logistical tasks among district administrations, municipal services, and charitable organizations to ensure the rapid delivery of food, water, and essential supplies in the event of emergencies.

Kyiv has implemented only 6% of its Resilience Plan, although funds remain in the city budget for winter preparations. 

The Kyiv City Council will consider amendments to the capital’s budget that provide for the return of 1.25 billion hryvnias to the city budget to implement measures to prepare the city for winter.
