A Kyiv City State Administration official is to stand trial in Kyiv on charges of financial fraud
Law enforcement authorities in the capital have completed a pre-trial investigation into the deputy director general of the Kyiv Scientific and Methodological Center of the Department of Cultural Heritage Protection under the Kyiv City State Administration.
The official is accused of signing documents that inflated the scope of work during the renovation of one of the cells at the Florivsky Monastery.
The investigation established that the “53-year-old official” entered into a contract with a private company to carry out the restoration of a monument of urban planning and architecture of national significance.
After the completion of the work phase, the accused approved the reporting documentation, which intentionally contained false information regarding the cost and scope of the completed project.
In total, over 15 million hryvnias were transferred from the city budget to the contractor’s account.

However, an expert examination revealed significant discrepancies: “666,000 hryvnias were overpaid” for work that was either not actually performed or was billed at inflated rates.
Investigators from the Desnianskyi Police Department, in collaboration with SBU operatives, uncovered the criminal scheme.
Law enforcement officials classified the official’s actions under Part 2 of Article 367 of the Criminal Code of Ukraine, defined as official negligence resulting in serious consequences.
Currently, “the indictment has been sent to court,” where the case will be heard on its merits.
Under current law, for improper performance of official duties, the perpetrator “faces up to five years in prison” with disqualification from holding certain positions.
As a reminder, a 2.5 million hryvnia fraud scheme was uncovered during the renovation of the Odessa Zoo.
