A land-leasing scheme involving the fraudulent registration of small architectural forms was uncovered in Kyiv
In the capital, a private company executive has been notified of charges against him; he is accused of large-scale fraud, document forgery, and money laundering. According to the investigation, by falsely registering small architectural forms (MAFs) as capital structures, he illegally leased 1.4 hectares of municipal land in the Darnytskyi district of Kyiv.
This was reported on May 11 by the Kyiv City Prosecutor’s Office.
Under the procedural guidance of the Darnytskyi District Prosecutor’s Office of Kyiv, the head of a private company has been notified of charges of large-scale fraud, forgery and use of forged official documents, as well as money laundering (Part 4 of Article 190, Parts 3 and 4 of Article 358, and Part 3 of Article 209 of the Criminal Code of Ukraine).
The pre-trial investigation established that the suspect had installed small retail kiosks (MAFs) on municipal land plots, which are not capital structures and are not subject to state registration by law.
Subsequently, 60 MAFs were registered as permanent structures based on forged documents, and their owner then obtained a lease for 1.4 hectares of land under these 168 structures in a non-competitive manner. This land is located on the territory of the former municipal market in the Darnytskyi district.
Subsequently, the suspect leased out the small architectural forms and laundered the income received. Currently, the aforementioned real estate properties have been seized.
