A scheme involving the purchase of electricity at inflated prices was uncovered in Kyiv
The Podil District Prosecutor’s Office of Kyiv has filed a lawsuit with the Commercial Court of Kyiv Oblast regarding electricity supply contracts and is seeking to recover more than 67 million hryvnias for the state budget.
The prosecutor’s office is seeking to have the electricity supply contracts concluded in 2022, as well as any supplementary agreements thereto, declared invalid.
According to the prosecutor’s office, in 2022, the Dnipro-Donbas Canal Administration, which falls under the jurisdiction of the State Agency for Water Resources of Ukraine, entered into electricity supply contracts with a private company.
Subsequently, the parties entered into a series of supplementary agreements that increased the cost of electricity.
At the same time, as established by the results of forensic examinations, the price of electricity had already been inflated at the time the main contract was signed.
According to the prosecutor’s office, the cost of electricity was subsequently and unjustifiably increased through additional agreements, as the price set by the parties significantly exceeded its market value.
As a result, according to the prosecutor’s office, the electricity supplier received over 67 million hryvnias, causing losses to the state budget in that amount.
Consequently, the prosecutor’s office filed a lawsuit seeking to have the contracts and supplementary agreements declared invalid and to recover the funds received by the supplier for the state budget.
Currently, the Commercial Court of Kyiv Oblast has opened proceedings in the case.
Thus, the final decision regarding the validity of the contracts and supplementary agreements, as well as the validity of the claim to recover over 67 million hryvnias, will be made by the court as part of the proceedings.

In addition, the Shevchenkivskyi District Prosecutor’s Office in Kyiv filed a lawsuit with the capital’s Commercial Court over an illegal increase in the cost of electricity for the Education Department of the Shevchenkivskyi District State Administration.
Following the results of a tender, the Kyiv City State Administration’s Specialized Combine of Public Utility and Consumer Services ordered from Dorbau LLC a major renovation of landscaping features in the sections designated for honorary burials at the City (Berkovets) Cemetery, at a cost of 362.36 million hryvnias. The prices for materials were inflated by a factor of 1.5 to 2.
