The Kyiv City State Administration reported on preparations for the heating season
Petro Panteleev, Acting First Deputy Head of the Kyiv City State Administration, reported on the current status of Kyiv’s preparations for winter during a briefing.
The total cost of the optimized Resilience Plan for 2026 is 37 billion hryvnias, of which 10 billion hryvnias were raised by the city (including funds from banks and international sources), and another 10 billion hryvnias were allocated by the government.
The plan covers four main areas: protection of critical infrastructure, backup power for water and heat supply, expansion of cogeneration, and creation of backup heating systems. Currently, 60% of the engineering and technical protection work has been completed, and 65% of the infrastructure restoration work. The city has already built 65 MW of cogeneration capacity (out of the planned 200 MW by the end of the year) and over 16 MW of diesel power plants.
Special attention has been given to the housing stock: 800 million UAH has been allocated for the modernization of electrical panels in buildings (20% of the work has been completed so far) and 500 million UAH for energy efficiency programs. At the same time, DTEK plans to upgrade the networks at 120 facilities. The most challenging task remains the creation of a backup heat supply system, for which Kyiv is building approximately 1,600 MW of distributed heat generation capacity.

As of August 7, Kyiv is stepping up preparations for the heating season amid ongoing Russian attacks on energy infrastructure. The capital plans to create 1,000 MW of additional heat generation capacity and prepare 100 emergency heating centers in case of emergencies.
Following one of Russia’s most intense nighttime attacks on Kyiv on August 5, elevated levels of air pollution were recorded in the capital. The situation is worst in the western and eastern districts of the city, where the Air Quality Index (AQI) has reached unhealthy levels.
