Ukraine's aviation industry set a record for tax payments in 2025

In 2025, Ukraine’s aviation industry contributed over 702 million hryvnias in taxes to the budget, a record high for the past eight years. Passenger airlines made the largest contribution, according to the State Tax Service.

 

Despite the war and the closure of Ukrainian airspace, Ukraine’s aviation industry continues to be a major taxpayer. According to the results for 2025, companies in the sector paid 702,230,900 hryvnias in taxes to the budget, with the largest share of revenue coming from passenger airlines.  According to the State Tax Service in response to a request from UNN, this is a record amount of tax revenue for the industry over the past eight years.

According to the State Tax Service of Ukraine, the largest share of taxes in 2025 came from companies whose primary activity is “Passenger Air Transport”—526,799,000 hryvnias.

Companies engaged in the repair and maintenance of aircraft and spacecraft paid 125,746,000 hryvnias in taxes last year.

The Ukrainian budget received 49,685,400 hryvnias last year from companies whose primary activity is “air cargo transport.”

At the same time, according to data from the State Tax Service of Ukraine, the sector contributed 515,540,100 hryvnias to the budget in 2024 and 392,632,900 hryvnias in 2023.

Tax revenues from the industry were lowest in 2022, the year the full-scale war began, at 297,258,900 hryvnias.

Prior to Russia’s full-scale invasion of Ukraine, aviation companies paid 566,343,300 hryvnias to the budget in 2021, 411,815,500 hryvnias in 2020, in 2019—613,135,000 hryvnias, and in 2018—506,289,400 hryvnias.

Thus, as the statistics show, despite the war, the aviation industry continues to operate and contribute to the Ukrainian budget, even though airlines have had to relocate abroad due to the closure of Ukrainian airspace to civil aviation, writes UNN.

Ukraine lacks the state budget funds and international aid needed to quickly provide housing for all citizens who have lost their homes due to the war. In this regard, the Verkhovna Rada is proposing to draw on additional funding from local budgets to expand the “e-Recovery” program and accelerate payments to those affected.

In the Kyiv region, an official was detained for extorting half of the “e-Recovery” compensation.
