Draghiwatch.eu: 15.7% of Draghi’s recommendations implemented
According to a sponsored column in Politico Europe, as of the 729th day after the presentation of Mario Draghi’s report on restoring Europe’s competitiveness, 15.7% of his recommendations had been fully implemented. The authors refer to data from Draghiwatch.eu.

In digital policy and technology, according to the data cited in the column, 6.4% of the recommendations have been fully implemented. None of Draghi’s recommendations for the telecommunications sector has yet been implemented, although fewer than half have been taken into account in current reforms and strategies.
The authors of the material state that progress has been made mainly on measures that increase operators’ costs, including technological restrictions on 5G and the mandatory decommissioning of copper networks. They describe 5G, fibre-optic infrastructure and future 6G networks as the foundation for the development of artificial intelligence, cloud services, defence technologies and satellite communications.

The column’s sponsor, Connect Europe, proposes four areas of reform: consolidation of the fragmented telecommunications market, updating sectoral rules, a risk-based approach to cybersecurity, and the adoption of an act on the development of cloud technologies and artificial intelligence.
Among the proposals are making radio spectrum licences indefinite, revising network access rules, not introducing mandatory shutdowns of copper infrastructure, and simplifying regulation of specialised telecommunications services. The authors also refer to an assessment by GSMA Intelligence: in their view, the current approach in the Cybersecurity Act could, without further refinement, result in costs of €30 billion to €40 billion for telecommunications operators and their customers.
