The government has changed the rules for issuing certificates to meter inspectors
The Cabinet of Ministers of Ukraine has updated the procedure for obtaining authorization certificates for organizations that verify the accuracy of water, gas, and electricity meters.
According to the government’s decision, technical adjustments have been made to the process of issuing and revoking documents for the verification of measuring instruments. Specifically, the procedure for revoking a certificate will now take 20 business days, and a decision to deny issuance may be appealed within six months.
Key changes:
- Notification of deficiencies in the document package will be provided within three business days. If an organization submits an incomplete set of documents, the Ministry of Economy will notify it of the deficiencies within three business days and allow 10 calendar days to correct them. There is no provision for refusing to register an application.
- The commission will evaluate the organization based on five criteria: the organization’s independence and impartiality; staff qualifications; availability of necessary equipment and facilities; regulatory documents; and the quality system. The commission will consist of specialists with at least five years of experience in the field of metrology. Staff will take a test consisting of 40 questions on theory and will demonstrate calibration procedures in practice.
- The organization will be able to appeal the results of the inspection. Within five business days of receiving the inspection report, the organization may submit written comments. The Ministry of Economy will review them within the next five business days.
- Twenty working days will be allowed for the revocation of the certificate. The Ministry of Economy will review the application for revocation of the certificate within 20 working days.
- A decision to deny a certificate may be appealed within six months. A decision to deny a certificate may be challenged in court within six months of the decision being made.
The Ministry of Economy, Environment, and Agriculture notes that these changes are aimed at streamlining the operations of entities in the metrology sector. The updated rules apply to all organizations that ensure the accuracy of household and industrial metering devices. The reform is taking place against the backdrop of the digitization of public services and increased oversight of the quality of utility services. The introduction of clear deadlines for appeals is intended to provide additional legal protection for businesses operating in this sector.
In the summer of 2023, the Cabinet of Ministers of Ukraine reinstated mandatory periodic, unscheduled, and post-repair verification of measuring instruments.
