China’s Cyberspace Administration has introduced new regulatory proposals for virtual characters created using artificial intelligence. These measures require mandatory labeling of such content and are open for public consultation until May 6.

The draft prohibits creating digital twins without the consent of the person and forbids spreading content that threatens national security or undermines the country's unity. Additionally, regulators suggest banning AI avatars from offering "virtual intimate services" to users under 18 years old.

AI services are recommended to limit material involving violence, sexual undertones, and discrimination. When signs of psychological issues or destructive behavior appear in a user, the platform's administrators should be informed.

These steps reflect the Chinese government's concerns over the ethical use of AI in digital personas and their desire to control the impact of emerging technologies on society.

The regulations may mark the beginning of stricter technological governance in China, affecting the development and public integration of artificial intelligence.
