A case has been opened about possible imprisonment in the CCC in the Ternopil region
In the Ternopil region, the Specialized Prosecutor’s Office for Defense Matters has opened a criminal investigation into possible instances of unlawful detention of citizens at the Territorial Recruitment Center (TRC) and the Special Forces (SF) facility. The investigation was initiated based on the findings of a monitoring visit and materials provided by law enforcement agencies and the Human Rights Commissioner.
The investigation is examining the conditions under which people were held at the TCC, whether there were individuals among them who were not subject to mobilization, and whether their rights were violated.
Prosecutors from the Ternopil Specialized Prosecutor’s Office for Defense in the Western Region launched a pre-trial investigation after reviewing the situation at one of the district and city TCCs and SPs. The basis for opening the proceedings was data from a monitoring visit by representatives of the Verkhovna Rada Commissioner for Human Rights, as well as materials provided by the Military Law Enforcement Service. The information was entered into the Unified Register of Pre-trial Investigations on June 12, 2026, under the article concerning unlawful deprivation of liberty or kidnapping.
According to published information, approximately 28 people were present in the TCC premises during the inspection, and some of them submitted written statements regarding possible violations of their rights. It was also noted that among those present were citizens who, according to preliminary data, were not subject to mobilization, including people with disabilities, individuals with mental disorders, and those who had already reached the age limit for military registration.
Following an initial review, five citizens were released; however, law enforcement officials continue to investigate the circumstances surrounding the individuals’ presence in the building. Investigators are currently determining the grounds on which the citizens were present there, whether their detention was lawful, and whether officials may have exceeded their authority.
As part of the criminal proceedings, some of the individuals who reported possible violations have already been interviewed, and initial investigative actions are ongoing. The pre-trial investigation is being conducted by investigators from the Main Directorate of the National Police in the Ternopil region. This was reported by the Office of the Prosecutor General.
As a reminder, the reform of the Territorial Defense Forces will take place after changes to military salaries and terms of service.
