Two water utilities accounted for 85% of the sector's electricity debt
As of the end of 2025, the total debt of Ukraine’s 31 water utilities had reached 10.2 billion hryvnias, with 85% of that debt attributable to just two utilities in frontline regions.
This was reported by the National Commission for State Regulation in the Spheres of Energy and Public Utilities.
According to the regulator, the largest portion of the debt is concentrated in the municipal enterprises “Kharkivvodokanal” and “Company ‘Voda Donbasu’.” These are the enterprises operating in the regions most severely affected by hostilities and infrastructure destruction.
At the same time, the NEURC noted that despite the difficult conditions of martial law, a significant portion of water and sewerage utilities have maintained proper payment discipline and continue to settle accounts with energy suppliers on time.
The highest rates of electricity payment in 2025 were demonstrated by:
- Nikopol Water and Sewerage Production Management Municipal Enterprise — 108%;
- KP “Chernihivvodokanal” — 108%;
- Zhytomyrvodokanal Municipal Enterprise — 107%.
The commission emphasized that the stable operation of water utilities remains critically important for ensuring the livelihoods of communities and the functioning of critical infrastructure facilities in wartime conditions.
The debt crisis in the Ukrainian electricity market is deepening, and the most difficult situation has arisen in the balancing market.
Gas imports to Ukraine fell 28-fold in April.
